Is it acceptable to catch someone who' s about to commit a crime before he/she commits it?

What if someone discover a way to travel into the future, and the government is using that knowledge to catch murderers way ahead before they commit the crimes? So, is it right for the government to do that or is it wrong for the government to do that?.
BUT REMEMBER, stopping something from happening does not change the fact that it's going to happen.

This is a question inspired by the movie MINORITY REPORT starred Tom Cruise.

What is a VPN?


VPN is (Virtual Private Network) were first used by companies to enable their employees to securely access internal systems such as email remotely (e.g. from home or while on business trips). Today they are increasingly being used for personal use by individuals to protect their privacy while online in public places (e.g. when using the wi-fi connection in a cafe) or in a country where the internet is censored / blocked (e.g. China, Saudi Arabia…).
